Rewrite with a common denominator:

y +3= √(x/16)+2*16/16)

y +3 = √x+32/16)

Rewrite x+30/16 as 1/4^2 (x+32)

y +3 = √1/4^2(x+32)

Pull terms out from the radical:

y + 3 = √(x+32)/4

Rewrite as:

y + 3 = 1/4√(x-(-32))

Add - 3 to both sides:

y = 1/4√(x-(-32)) + (-3)
