What is their rate in feet per second?

The only work that needs to be done here is conversions, 

First convert miles to feet (conversion factor is 5280) 

3 miles = 15840 feet, then divide by 360 to turn hours to seconds (hours to minutes to seconds) thus leaving the person walking at 4.4 feet per second.
